SubSea Craft and Skaramangas Shipbuilding have successfully signed a Memorandum of Understanding (MoU), formalising a partnership to advance domestic maritime innovation in Greece.
The agreement will see SubSea Craft leverage the shipyard, located in West Athens, for the manufacture and servicing of its advanced naval engineering platforms, positioning Greece at the forefront of next-generation maritime technology and regional security innovation. This includes VICTA, a cutting-edge platform blending surface speed with submersible stealth.
Offering unmatched versatility, VICTA enables discreet and rapid deployment of personnel and equipment across surface and subsurface domains, making it ideal for complex, high-stakes missions. Its unique design enhances operational flexibility, allowing forces to conduct over-the-horizon operations with precision and minimal detection. By focusing on next-generation maritime technology, SubSea Craft aims to create a sustainable innovation ecosystem through global partnerships, ensuring it remains ready for future challenges.
The partnership will also establish a dedicated Innovation Hub to support Greek Defence Minister Nikos Dendias’ vision for driving innovation through the Hellenic Centre for Defence Innovation Centre (HCDI). The Hub will advance the development and testing of manned and unmanned maritime capabilities, as well as enable collaboration with allied nations to address security challenges in the Aegean and Eastern Mediterranean.

A Strategic Milestone for Greece’s Defence Industry
The partnership represents a significant step in Greece’s defence modernisation, enhancing the Hellenic Navy’s operational capabilities. By utilising Skaramangas Shipyards, the agreement ensures local production, servicing, and future scalability of advanced platforms.
Through their collaboration, SubSea Craft and Skaramangas will drive significant opportunities for boosting Greece’s industrial growth, creating jobs, and reinforcing regional stability by reducing reliance on foreign suppliers and bolstering domestic defence capabilities.
The partnership is closely aligned with the Greek Defence Ministry’s modernisation objectives, contributing to the strengthening of NATO’s southern flank. Central to this effort is the Innovation Hub, which will act as a testing ground for advanced technologies such as autonomous systems, AI integration, and manned-unmanned teaming operations. These technologies will also contribute to Greece’s dual-use military strategy, serving both defence and civil protection missions.
The Innovation Hub will further build domestic capacity by equipping Greek researchers and engineers with the expertise to develop, maintain, and operate next-generation platforms. Moreover, it will strengthen bilateral collaboration between Greece and the UK, enhancing defence cooperation in line with both nation’s commitments under the Joint Vision Statement signed last year.
While the initial focus will be on refining the VICTA diver delivery unit, the partnership creates the foundations for developing a broader range of surface and sub-surface platforms, tailored to meet the evolving requirements of the Hellenic Navy.
